Plenty of questions surround Sheboygan’s taxicabs

NewsSHEBOYGAN — On Tuesday, a new ordinance went into effect in the City of Sheboygan which requires all taxi cabs in the city to install meters among other things.

According to the new ordinance that was approved by the Common Council last year, “No person may operate a taxicab, nor may any holder of a taxicab business license permit the operation of a taxicab, unless a schedule of charges is posted within said taxicab corresponding to the statement of fares and charges filed with the city clerk and in effect.”

As of October 10, 2012, there were seven taxicab businesses being operated in the city of Sheboygan; Abby Taxi, MKab Taxi, Custom Express Courier, All Star Taxi, VIP Taxi, Greco Cab Company and Independent Cab. City Cab, Sheboygan’s first and long running taxicab service went out of business in late 2011.

All taxicabs in Sheboygan should now be equipped with an accurate and dependable taxi meter designed or intended to measure the distance traveled and to record the fare. However as of Wednesday night, only Greco Cab Company and Independent Cab are following the new ordinance. The owner the Greco Cab Company said his was installed in 2011 and Independent Cab had meters installed between October and November of last year.

Last Friday, an Abby Taxi crashed into a power pole at North 8th Street and Eisner Avenue just before 12 PM. The taxi driver fled from the scene and police officers later found the driver nearby. According to scanner reports, he was drunk. It is unclear if Abby Taxi is in compliance with the new ordinance. When seeking comment from Abby Taxi, a Hispanic male who identified himself as “Alex” said the owner was unavailable.

When looking into records for Abby Taxi, the business is registered in the name of Christine Stangel, who lives at 1111 North 12th Street in Sheboygan. On Wednesday afternoon, a female was seen leaving that residence and driving away in a All Star Taxi vehicle. As of October, Stangel is registered as the owner but according to records from the State of Wisconsin, Jorge Galicia of 1516 Michigan Avenue is listed as the Registered Agent of Abby1 Taxi, LLC. It is unclear who actually owns and operates the company.

When seeking comment from All Star Taxi, a woman who claimed she was “Marilyn” laughed when asked about the company’s address and said we should “harass” other tax companies in Sheboygan and hung up. Minutes later, a Hispanic male called back angrily asking why we had questions about the taxi business. He refused to answer questions about numerous locations and the amount of taxi vehicles being operating in the city. Instead, he called the reporter a “queer” and said our questions about the company were stupid and “none of your business.”

According to the Wisconsin Department of Financial Institutions, All Star Taxi was started on January 10, 2008 and the Registered Agent is Jose A. Razo who resides at 1214 South 9th Street. Also while searching for All Star Taxi records, we discovered Marilyn Razo Valle who appears to be related to Razo.

On Saturday, November 10, 2012, a person identified as Jenny Miller told The Sheboygan Press that she manages a fleet of five cabs. When contacting All Star Taxi Wednesday night, a hispanic female said  a “Jenny Miller” does not work at the company. The Sheboygan Daily report counted nine taxi cabs Wednesday afternoon. All taxi companies in the City of Sheboygan are required to list all of their vehicles with the City Clerk’s Office.

According to records obtained by The Sheboygan Daily, the establishment address for All Star Taxi is listed to W2254 Ourtown Road in Sheboygan Falls, which is the location of Lima Auto Enterprises. But address of 1214 South 9th Street in Sheboygan is listed on the company’s Facebook Page. Several taxi cabs are parked at North 15th Street and Lincoln Avenue as well as throughout the city.

MKab Taxi and VIP Taxi could not be reached for comment. When reached by phone, the owner of Custom Express Courier said he was working on installing his meter.

The Sheboygan Police Department did not respond to our request for comment.

      Well the falls address is Lima Auto, which is better known as a “junkyard”, and that might help explain why all star vehicles are all a bunch of junk. Idk.

    How can we I.D. a legal taxi?,why wont City Clerks Office or City Police protect us against these companys that have not been operating legally? Who do we contact at City Hall?

        legal permits are differant than last years….and they got to be organized….it is not legal to operate out of houses or backyards…

        this is true, but as of 1/1/13 the permits on the back of cabs have changed. The permits on legal cabs are now larger(almost twice the size of the old ones)

      Now there is certification that every legal cab is required to keep in the cab and customers can see this certificate on request. If the cab you are riding in can not or will not show you their city certification, they are not a legal cab company.

    So as I read this article and the ordinance i sit and wonder. Is my safety at risk? It was just a couple of days ago that an abby cab driver was drunk and ran into a pole and fled the scene. Now what would have happened if there was a customer in that cab? Or what if that customer was a child or family member of yours. Do we as citizens think about this before jumping in a cab? In the article at the top in red letters is NEW ORDINANCE click on it and it is a link of what the cab has to have to be legal. I have taken the cabs since the meters have been put in and do not find the prices unreasonable. I also like that the cab driver has to have his/her cab license posted for me to see. At least this way I know if this cab driver is actually leagal. Lets all get together and support AMERICA and not MEXICO. Take a look at the ordinance and make sure your favorite cab is on the level.

      FYI CAB DRIVERS IN SHEBOYGAN HAVE BEEN REQUIRED TO OBTAIN AND DISPLAY IN FULL VIEW A CITY OF SHEBOYGAN TAXI DRIVERS LICENSE FOR MORE THAN TEN YEARS NOW. YOU TAKE A CAB AND DON’T SEE THE DRIVERS TAXI DRIVER LICENSE JUST ASK AND THE REPUTABLE DRIVERS WILL SHOW YOU THEIR LICENSE.

    Who cares where the cab companies are ran out of. If I ran one at my house I would not won’t people knocking at door at 2 in the morning, so why would you put in your report where people live. Why can’t an All Star worker visit someone at Abby Taxi? Sounds like the reporter is picking on these two companies. And for your information they also have been using taxi meters and following the city new ordinance. And VIP, MKab Taxi do answer the phones when you call them.

    I think what the citizens of Sheboygan need to do is send a statement to these companies who seem to think themselves above the laws our city representatives pass. We do that by refusing to take these companies until they are in compliance with the laws. They are not above the law or exempt from the laws just because they are not citizens of this country. These other companies are the ones who wanted things to be “fair” so the city passed new laws in effort to control and monitor the activity of the taxi services in Sheboygan. These laws try to ensure our customer’s safety and that customers are being charged fare consistent prices. Now that these illegal companies don’t like the laws pass they choose to ignore them. As consumers the people have the right to insist on the cabs that they pay money to are running legally and following the same laws that any other company is expected to follow.

    If I took a cab and saw a piece of paper hanging wherever I wouldnt know if it was legit or something they printed of their computer. Should I check the state seal as well? Is it really that much of a shock to everyone that the cab companies were operating illegally? Wasn’t it not to long ago that a cabbie for one of those fronts was charged with sexually assulting a passenger?… And this isnt the only place of buiness in Sheboygan that operates questionably… How about darn near every resturant that hires illegals under the table…. So the next time you go to eat at the Sheboygan Family Resturant are you going to ask the women refilling the coffee for her green card?… White’s Auto … that guy has been running companies for decades and not reporting income to the IRS … does auto body work without the proper equipment needed for painting safely… So lets do a whole front page breaking news story on that as well!

    Do you have any idea how scarey the cab service in Sheboygan is to a tourist? You are not sure if you will get to your destination in one piece or not. And the smell in some cabs…really? This is a representation of the city if you want to believe it or not. I would rather walk than hail or call a cab in Sheboygan when we are there on vacation. Can you say slimey??? It would be so much easier if you could rely on cab service there…but, you can’t.

    For the stood person who posted lets support America and not Mexico America is pretty much held by Mexicans and only because one driver did this don’t mean every one is the same just saying and I think some Americans ate more crazy I feel scared to send my daughter top a school thinking some white dumb head going to shoot kids so if you going to talk about Mexicans check what Americans hasn’t done as well everyone makes mistakes
