KIEL — Former Sheboygan mayor Bob Ryan was arrested Sunday for drunken driving in the City of Kiel.

On Sunday, March 3 at approximately 11:54 PM, an officer of the Kiel Police Department conducted a traffic stop on a vehicle driving east on County Road XX from Highway 67.

According to a news release from Kiel Police Chief Dave Funkhouser, that traffic stop resulted in the arrest of the driver and sole occupant of the vehicle; Robert J. Ryan, 49 of Sheboygan, for Operating a Motor Vehicle While Intoxicated (OWI) 1st offense violation (refusal).

Ryan was issued a municipal traffic citation for OWI which lists an initial court appearance in the City of Kiel Municipal Court which is scheduled for Tuesday, April 23 at 2 PM.

After his arrest at the scene, Ryan was transported by the officer to Holy Family Memorial Hospital in Manitowoc for a legal blood draw. Upon completion of that process, he was transported to the Manitowoc County Jail where he was held on a 12 hour detention for OWI offenders.

At this time, police department reports on this incident have not been completed or processed and therefore have not been released.

He obviously has a problem like many other alcoholics in this city and elsewhere… Instead of being a jerk why dont you just pray he gets the help he needs now before he hurts someone else or himself

Someone called or there watching for him. It will happen again just wait, all they have to do is see him and if want stop him. officers do not need a reason for stopping anymore and so many things to stop a person for.

officers are never above the law. There must always be probable cause–like drunk driving for example
