				<content:encoded><![CDATA[<p><strong><img class="alignright size-full wp-image-8560" alt="" src="http://www.sheboygandaily.com/wp-content/uploads/2013/05/970384.jpg" width="148" height="225" />SHEBOYGAN — Juan L. Jaime</strong>, 18, was charged Friday with resisting an officer Wednesday night during a traffic stop.</p>
<p>According to the criminal complaint, Officer <strong>Brent Vreeke</strong> conducted a traffic stop in the 1000 block of Georgia Avenue in reference to an Operating While Suspended violation of the driver.</p>
<p>At the traffic stop the rear passenger occupant, later identified as Jaime, who lives at 1239 Huron Avenue in Sheboygan, fled the traffic stop and was apprehended moments later. Officer Vreeke immediately informed officers that an approximate 6 foot male wearing a black sweatshirt and red pants fled northbound mid-block in the 1000 block of Georgia Avenue area.</p>
<p>A responding officer observed someone with red pants running eastbound on the south side of the street. As Officer <strong>Dustin Fickett</strong> the approached the location, the defendant started running and ran between a residence near the southwest corner of South 10th Street and Alabama Avenue. The officer saw the Jaime in the back of the yard at which point he yelled, &#8220;Police, stop.&#8221; Jaime then headed back to the north towards Alabama Avenue. Officer Fickett ran in this direction and came up to a large intersection of bushes that ran along South 10th Street and Alabama Avenue.</p>
<p>For officer safety, not knowing if the individual had any weapons, the officer un-holstered his service weapon and pointed it at the bushes, giving commands for Jaime to come out. Officer Fickett said, &#8220;This is the police, my weapon is drawn and any sudden movements may cause me to shoot, so come out with your hands up.&#8221; Jaime immediately yelled that he was on the other side of the bushes and that he would not run anymore.</p>
<p>Officer Fickett asked the defendant why he ran and he advised that he was on probation, that the driver of the vehicle was suspended and he did not want to get into trouble. The officer completed a full search of the defendant incident to arrest during which Officer Fickett located a sandwich bag in the suspect&#8217;s right pants pocket and inside the bag was a green, leafy substance which was marijuana.</p>
<p>Upon conviction for this offense, Jaime is facing a fine of up to $10,000 or imprisoned not more than nine months jail, or both.</p>
<p>Juan Jaime was charged with 2nd Degree Sexual Assault of Child and 4th Degree Sexual Assault in April 2012. He was found guilty of Armed Robbery in late 2011.</p>

<p>The accident occurred just after 10:30 AM at County Road A and County Road E.</p>
<p>According to scanner reports, the woman, <strong>Sara Hess</strong> of Kohler, was wearing helmet but has a head injury. She was reportedly unconscious. The vehicle that had struck her was going about 55 MPH at the time of crash.</p>
<p>Flight for Life was called to transport her to Theda Clark Medical Center in Neenah.</p>
<p>No further details were available.</p>

<strong>SHEBOYGAN —</strong> Wednesday was the last day All Star Taxi was allowed to operate in the City of Sheboygan and at 12:01 AM Thursday, the company could no longer operate.</p>
<p>However, All Star Taxi was still open for business Thursday night despite being forced to shut down by the City of Sheboygan for several violations.</p>
<p>&#8220;All Star officially has no license and cannot operate as of today,&#8221; said Assistant City Attorney <strong>Charles Adams</strong> on Thursday. &#8220;All Star taxi voluntarily surrendered its license in lieu of a hearing, and was granted a 30 day wind-down period that ended today.&#8221; <strong>Jodi VanderWeele</strong>, who chairs the city&#8217;s Law and Licensing Committee, also confirmed Thursday morning that All Star Taxi is no longer an actively running cab service and the Sheboygan Police Department is fully aware of the order.</p>
<p>The SheboyganDaily.com Investigative Team found four All Star Taxi cabs running Thursday night. The I-Team followed the cabs as they picked up customers and dropped them off, all without a valid taxicab business license which is required in the city.</p>
<p>According to the Wisconsin Department of Financial Institutions, All Star Taxi was started on January 10, 2008 and the Registered Agent is <strong>Jose A. Razo</strong> who resides at 1214 South 9th Street.</p>
<p>In January, <a href="http://www.sheboygandaily.com/2013/01/03/plenty-of-questions-surround-sheboygans-taxicabs/" target="_blank"><strong>SheboyganDaily.com reported</strong></a> all taxicabs in Sheboygan were required to be equipped with an accurate and dependable taxi meter designed or intended to measure the distance traveled and to record the fare. However, from January 1 through January 29, 2013, as agent for All-Star Taxi, Razo permitted operation of taxicabs on behalf of and on the behest of All-Star Taxi without having first filed a full and complete statement of the fares and charges in effect, in violation of §130-59(d)(1), Sheboygan Municipal Code.</p>
<p>Razo has agreed to voluntarily surrender his license as of Thursday, May 23, 2013 in lieu of having a quasi-judicial hearing about the violations. He agreed that he made this decision of his own volition and has not been pressured or forced to make the decision. Furthermore, he agreed that as of 12:01 AM on May 23, regardless of whether he physically retains the license, Taxicab Business License No. 2525 shall be null and void.</p>
<p>In addition, VIP Taxi had its license revoked by the Common Council on Monday and has been ordered to close by June 3.</p>

<p><strong>SHEBOYGAN FALLS —</strong> Firefighters battled a house fire Thursday afternoon at 112 Shelly Drive in Sheboygan Falls.</p>
<p>According to scanner reports, fire was discovered in the home’s basement after 3 PM, where a large amount of black smoke could be seen.</p>
<p>Sheboygan Falls Fire Chief <strong>Chris Wesendorf </strong>told WISN 12 News several nearby homes were evacuated because crews were advised of guns or gunpowder in the basement of the home on fire.<br />

				<content:encoded><![CDATA[<p><strong>SHEBOYGAN —</strong> After a year’s hiatus during the cleanup of the picturesque Sheboygan River, the John Michael Kohler Arts Center’s Art Armada returns to the lineup of July 4 celebrations in Sheboygan.</p>
<p>This hilarious boat-making and racing extravaganza presents thousands of onlookers with a fleet of vessels created from cardboard and other unconventional building materials—all designed around a theme. This year’s theme is “Wonders of Wisconsin.”</p>
<p>“The Arts Center’s Art Armada has become a tradition in Sheboygan, one that provides memories that last a lifetime, particularly for those fabulous, fun-loving individuals who build and crew the boats,” said <strong>Amanda Salazar</strong>, coordinator of the event. “I can’t wait to see what teams come up with for this year’s theme. There may be a bratwurst or a Harley or a hodag, you never know what Armada teams will come up with.”</p>
<p>The Arts Center invites families, clubs, businesses and groups of friends to create a boat and join in this festive event. Racing begins at noon. Following the races, prizes are awarded in a variety of categories; among them are most spectacular sinking, most creative interpretation of the theme, best team spirit, and fastest time in completing the racecourse.</p>
<p>The Art Armada offers two ways to participate — the Open Division, which requires building a boat before July 4, and the Castaway Division, where participants build boats from materials provided on-site on race day. Contest rules and entry forms are available by calling the Arts Center at (920) 458-6144 or visiting <strong><a href="http://www.jmkac.org " target="_blank">www.jmkac.org</a></strong>.</p>
<p>Entry deadline is June 28 at 12 PM. Entry fees start at $20.</p>

				<content:encoded><![CDATA[<p><strong>SHEBOYGAN — </strong>The city of Sheboygan has been ranked #16 in Business Insider’s list of innovative cities in America. According to Business Insider, Sheboygan ranks favorably against cities like San Diego, California and Albany, New York for rates of patenting.</p>
<p>Business Insider bases their analysis on a report by the Brookings Institution titled “Patenting Prosperity: Invention and Economic Performance in the United States and its Metropolitan Areas.”</p>
<p>According to the Brookings Institution, Sheboygan’s “Patenting Rate” was 1,045 patents per million residents between 2007 and 2011. The city’s rate of “Average Granted Patents” per year for the same time period was 120.</p>
<p>The Brookings report argues that federal, state and local governments should focus on three key public policy areas. “The [Brookings] paper makes clear the critical role that public policy plays in stoking, organizing, and accelerating innovative activity” by funding research, funding public schools and universities and by reforming patent law.</p>
<p>“The evidence that federal R&amp;D [research and development] spending is worthy of public support is abundant,” the Brookings report says. “Studies have shown that grantees from these programs attracted subsequent private sector investments and tend to outperform their peers on economic performance measures.”</p>
<p>“Equally important to securing a competitive platform for the next era of U.S. innovative activity is the imperative to ensure the existence of an abundant supply of skilled workers. Quite simply, the strength of the U.S. innovation system absolutely depends on the skills and ideas of the nation’s workforce.”</p>
<p>The Brookings report states that efforts to increase the number of college graduates with STEM [Science, Technology, Engineering and Mathematics] degrees “should begin with efforts to improve K-12 math and science education.” The need to improve grade school science education underscores the need to properly fund the school system, and the need to provide adequate financial aid to STEM undergraduate students.</p>
<p>The Brookings report argues the patent office is under-funded and understaffed, “Between 1975 and 1979, it took an average of 1.9 years for a patent application to be granted, but from 2007–2011, that pendency [time between a patent application and patent approval] period increased to 3.2 years. This is recognized by the patent office and examiner staffing has recently increased with the goal of reducing pendency and improving the quality of examination.”</p>

<p><strong>Anthony Jakum</strong> was charged Wednesday with felony Possession With Intent To Deliver THC and misdemeanor Possession of Drug Paraphernalia.</p>
<p>According to the criminal complaint, Sheboygan Police Officer <strong>Brent Vreeke</strong> observed a vehicle near North 15th and Bluff Avenue on Tuesday, May 21 with an expired registration and stopped the vehicle. There were several individuals within the vehicle, with the rear seat passenger side occupant identified as Jakum.</p>
<p>While on the passenger side of the vehicle, Jakum was acting very nervous while the officer was speaking. He repeatedly asked Officer Vreeke to repeat his questions and without the officer repeating that question, Jakum would answer. The teen had difficulty maintaining eye contact with the officer while answering questions in reference to the officer’s identification information.</p>
<p>A Police K-9 Unit was called to the traffic stop where the K-9 dog indicated a drug odor in the car.</p>
<p>Prior to searching the vehicle, Jakum advised officers that there was something he wished to tell them. He stated that there was a pipe and a small bag of marijuana underneath the package of Skittles on the seat that he was sitting on. Officer Vreeke located the small baggie of marijuana, which later weighed in at 1.4 grams, as well as a multi-colored THC pipe sitting loosely in the back seat area.</p>
<p>The baggie and marijuana pipe were laying somewhat on a black drawstring bag. Upon further inspection of this drawstring bag, officers located a larger bag of marijuana, which later was found to be 4.6 grams. Also in the bag was a functioning digital scale with seven leafy fragments suspected to be marijuana on the scale. Officers also discovered a marijuana grinder with marijuana residue in it along with a clear, sandwich-style, Ziploc bag which contained 17 smaller Ziploc bags, which appeared to not have been used.</p>
<p>Anthony Jakum initially stated he is not a drug dealer but that he does not have any other job. He had approximately $80 in his wallet. Jakum told officers he does odd jobs and stated he used to sell marijuana more frequently in the past but now only sells from time to time to his friends if they need marijuana.</p>

<strong>SHEBOYGAN – </strong>The Sheboygan Police Department announced Wednesday several initiatives.</p>
<p>The first is the PACE Car program, which is a community based problem solving project that is aimed at reducing speeds and encouraging good driving habits within targeted areas.</p>
<p>The program relies on citizens who work or regularly drive through a targeted area pledging to incorporate good driving habits. In turn, the citizen is provided with a sticker or magnet to place on their car, marking it as a Sheboygan PACE car. With enough PACE cars on the roadway in a targeted area, they encourage good driving habits out of others using the same roadway.</p>
<p>The second is traffic safety enforcement on South 18th Street.</p>
<p>The street, sewer and water main project on South Business Drive has resulted in thousands of cars per day being detoured through a residential neighborhood. This has resulted in a pronounced speed problem according to Captain <strong>Stephen Cobb</strong>. A survey of the average speeds was conducted in early April.</p>
<p>With the results of the survey, the police department undertook an effort to reduce speeds on South 18th Street through a series of efforts including:</p>
<ul>
<li>A visual indicator of speeding through the use of the Speed Trailer</li>
<li>Signing the area as a strict enforcement speed reduction area</li>
<li>Deploying officers to the area to conduct enforcement</li>
<li>Deploying Volunteers in Police Service (VIPS) personnel to the area to identify violators, and following up with warning letters</li>
</ul>
<p>Efforts in the area are ongoing and will continue through the duration of the construction project throughout the summer.</p>
<p>And third is Bicycle Rodeo&#8217;s that will be hosted on Satruday, June 1. As reported yesterday on SheboyganDaily.com, the events have been situated to accommodate children from both the North and South sides of Sheboygan who wish to attend.</p>
<p>The first Bicycle Rodeo event is from 8 AM to 11 AM in the parking lot of the Evangelical Free Church, located at 1710 North 15th Street. The second event is from 12 AM to 3 PM in the parking lot of St. Peter Clavier Church, located at 1444 South 11th Street.</p>
<p>The Bicycle Rodeo is a short course organized by a group of police officers that focuses on bicycle safety and good riding habits, especially prior to the summer break. The courses have been designed to target elementary school age children but are open for any child from 6 to 14 years old.</p>

				<content:encoded><![CDATA[<p><strong>SHEBOYGAN – </strong>Nine applications for two vacant aldermanic seats were received by the city&#8217;s Common Council but one has withdrawn his application.</p>
<p>The Sheboygan Daily has learned <strong>Asher Heimermann</strong>, who applied to fill the Sixth District aldermanic seat, has withdrawn his application. In an e-mail to City Clerk Susan Richards on Wednesday, Heimermann said, &#8220;Due to contractual obligations that I have with an organization located in the State of Illinois, I am not allowed to seek or hold any public office while I fulfill my duties and responsibilities with that organization in Illinois.&#8221; He ran unsuccessfully against <strong>Mark Hermann</strong> for the Sixth District seat in April’s election.</p>
<p>Heimermann is the Chief Photographer for <a href="http://photos.irwi.us" target="_blank">Incident Response of Wisconsin</a> which provides content to the Sheboygan Daily.</p>
<p>Three others applied for the Sixth District include:</p>

<p><strong>Todd Wolf</strong> also resigned earlier this month due to a new job out of state. He was elected in April. His term expires April, 2015.</p>
<p>The nine will appear before the Common Council at it&#8217;s Monday, June 3 meeting at 7 PM at City Hall, located at 828 Center Avenue in Sheboygan. Aldermen will then select one candidate to fill the two open seats.</p>

<p>An excessive drinker is defined as consuming more than four (women) or five (men) alcoholic beverages on a single occasions in the past 30 days, or heavy drinking, defined as drinking more than one (women) or two (men) drinks per day.</p>
<p>Calumet County came in first with 37%, Outagamie County came in second with 31% and Manitowoc County ranked eighth with 28%.</p>
<p>The data is a ranking of counties for which reporting is available based on the percent-age of people reporting to be excessive drinkers.</p>
